Seriously, here is how to get cheap passport photos:
If you can't take your own photo and also need within hours:
1. Go to Walmart and ask the associate.
2. It costs $8.50 for two passport photos.
3. Ready in minutes. No waiting in sending and receiving the mails as latoboy and jai_nepal offered.
(If you have other professional photo studios in town like Cameragraphics or something, even better. They can make multiple copies for less. I got 20 pictures for $24.00

If you can take your own picture from home and just don't have the right printer:
1. Take picture digitally with right exposure.
2. Upload to Walgreen or Walmart website. (or take your SD card to the store).
3. Order to print in one hour.
4. Collect in 2-3 hours.
5. Walmart/Walgreen charge about 15-19 cents per copy.
6. After you collect pictures, cut to right size.
5. It would cost $2.00 for 10 pictures.
